Seriously, watching the footage again every street has maybe 1 or 2 cars on it max, you can probably count the amount of NPC's on the street you see total during the driving segments on 1 hand, there's very little in terms of clutter or detail on the sides of the road, outside buildings, under the bridges etc. Streaming issues shouldn't really be much of a thing now. Like I know it's in dev but foliage and shadow pop-in and stuff like that on current gen hardware is a bit uhhhhhhhhhh. I know it's not a particularly fair or a 1:1 comparison by any means but I mean Horizon 2 looks fantastic and that's crossgen.
That's more of a thing this gen due to publishers not wanting to abandon the giant install base of last-gen. I honestly don't recall many cross-gen titles that came out a year and a half into the generation though? Often it was stuff like sports games and what not, not fully fledged AAA titles. To be fair, many cross-gen titles that came out on the previous-gen consoles in the mid-2010s barely looked any different from the next-gen titles.
